Cities and provinces with large number of such establishments are Ho Chi Minh City (241); Binh Duong (178); Hanoi (176); Dong Nai (106); Quang Ninh (98); Ba Ria - Vung Tau (89), An Giang (69)...
4 provinces without any basis of key energy use are Bac Kan, Ninh Thuan, Dak Nong and Bac Lieu.

The Prime Minister requests all establishments of key energy users be responsible for full implementation of the obligations stipulated in the Law on Energy saving and efficiency, Decree No. 21/2011/ ND-CP and other related legal documents.
At the same time, the Ministry of Industry and Trade, in coordination with other Ministries, related sectors and localities, shall organize and manage the operation of these establishments; and coordinate with the related Ministries, Departments and People's Committees of Central Provinces and Cities to update the list of these establishments and submit to the Prime Minister for approval of issuing the list by 31st March every year. 

 

Key energy-using establishments are those with the consumption of energy as follows:  a) Establishments of industrial, agricultural production, transportation units with total yearly energy consumption of at least 1000 TOE (Tons of oil equivalent). b) Buildings used as headquarters, offices, accommodation; institutions of education, health care, recreation, fitness and sports; hotels, supermarkets, restaurants, stores with the total energy consumed in a year of at least 500 TOE.
