Voluntary agreement of energy efficiency in industry

On the morning of June 5, the workshop of voluntary agreement of energy efficiency in industry – International experience and preliminary design for Vietnam took place in Hanoi.

At times of business difficulties, the efficient production cost has become a critical issue for enterprises. Especially when the law of energy efficiency is in force, energy efficiency becomes more and more essential for enterprises.

Voluntary energy efficiency agreement (or negotiated agreements) between Government and the Industry can be a promising policy tool to address energy issues. Denmark, the Netherlands and the UK are considered the most successful countries in the development of these voluntary agreements.

Voluntary agreement includes 3 main tools: unilateral commitments (enterprises, organizations committing to target of energy efficiency themselves); public voluntary program (Government to take the initiative, criteria and conditions for its members, but enterprises’ participation is voluntary); voluntary agreements or negotiated agreement (the Government and the Industry to agree on issues of environment, voluntarily participating enterprises can be bound or not to this agreement).

Sharing the benefits of a voluntary agreement, Ms. Dian Phylipsen from International Consultant says: voluntary agreement has the ability to be applied faster, requires less administrative costs, provides more flexibility in the selection of targets, ensures better and more active cooperation enterprises in the target of energy efficiency, requires less public funding, etc). Besides, the voluntary agreement will help enterprises to use energy efficiently, reduce costs, calculate exactly the cost of energy and avoid tougher policies in the future.

With such advantages, voluntary agreement mechanism of energy efficiency in industry is being researched into in Vietnam. In the project’s framework, 5 plants are expected to be selected for pilot voluntary agreement, which will then be expanded to other plants.

Mechanism of voluntary agreements of energy efficiency in industry is a part of energy efficiency and cleaner production project being implemented in Vietnam.
