Utilization and Operation of Energy-Efficient Boilers Promoted in Vietnam

On November 17, 2015 in Hanoi, the Ministry of Industry and Trade and the United Nations Industrial Development Organization (UNIDO) signed the project document "Promotion on the utilization and operation of Industrial Energy-Efficient Boilers in Vietnam".

Among the attendants in the signing ceremony were Mr. Hoang Quoc Vuong - Deputy Minister of Industry and Trade; Mr. Do Duc Quan - Deputy Director, General Department of Energy; Mr. Trinh Quoc Vu - Director of the Department of Science, Technology and Energy Efficiency, General Department of Energy. On the side of UNIDO, Mr. Patrick J.Gilabert - UNIDO Representative for the Indian, Ocean countries in Vietnam.

The overall objective of the project aims to reduce energy consumption and reduce greenhouse gas emissions by promoting the utilization and operation of energy-efficient boilers in industry.

The project includes three main components: (1) policies and regulatory framework to facilitate the standardization of industrial boilers; (2) improvement of awareness and capacity building for government agencies, users, suppliers / producers of boilers and other stakeholders; (3) financial support and deployment of the use and production of energy-efficient boilers in Vietnam. The project is expected to be rolled out across the entire country in 4 years from November 2015 to October 2019.

The total capital of the project is USD12,053,000 of which: GEF provides USD1,771,000 as ODA funding through UNIDO; UNIDO provides USD60,000 in cash and USD50,000 in-kind; the counterpart funds from Vietnamese co-financing partners is USD10,282,000.

Speaking at the signing ceremony, Mr. Hoang Quoc Vuong, Deputy Minister of Industry and Trade said: "The project "Promotion on the utilization and operation of Industrial Energy-Efficient Boilers in Vietnam" is one of the efforts of the Ministry of Industry and Trade with the technical assistance of the Industrial Development Organization United Nations (UNIDO) to finalize the regulations and guidelines on standardization of industrial boilers as well as to develop human resources and technical / financial promotion, the production / fabrication and widespread use of energy-efficient boilers in industrial enterprises in Vietnam."

Regarding the impact of the project for Vietnam's industrial businesses, UNIDO Representative in Vietnam, Mr. Patrick J.Gilabert confirmed that the technical assistance of UNIDO would support Vietnam "to create a conducive environment for promotion of widespread use of energy efficient boilers and the most effective operation of industrial enterprises in Vietnam. The project will contribute to the transformation and development of the market of energy efficient boilers in Vietnam."

The project is planned for 4 year implementation from November 2015 to October 2019 

The economical and efficient use of energy has been the preferred choice and a leading measure to ensure national energy security; as well as one of the important measures to help protect the environment and respond to climate change, which is identified as an ongoing and serious, exerting negative and long lasting impacts on the sustainable development of Vietnam.

To promote the implementation of the economical and efficient use of energy in a wide area in all economic and social fields of life, during the past 10 years, the Vietnamese Government has deployed a series of important policies and programs, significant initiatives. These include the Law on Economical and Efficient Use of Energy, National Target Program on energy saving and efficiency.

During the implementation, Vietnam has received great supports from many international organizations such as World Bank, Asian Development Bank, United Nations Industrial Development Organization (UNIDO), United Nations Development Program (UNDP), DANIDA of Denmark and Japan's JICA, and METI by means of support packages not only financially but also in terms of management experience and advanced techniques which are applied in the developed countries.
