From 1-1-2015, mandatory energy labeling for the transport vehicles will come into force. Means of transportation include: Cars (type 7 seats or smaller). This activity is within the roadmap of implementing energy labels under Decision No. 51/2001/QD-Ttg of the Prime Minister dated 12 September 2011.
To implement this process, in May 2014, Vietnam Registry Department organized a Workshop to introduce the 2nd Draft of Circular jointly issued by the Ministry of Industry and Trade and the Ministry of Transportation on "Regulation on the inspection, certification and energy labeling for 7-seat cars and smaller ones".
According to the draft Circular, 7-seat cars and smaller ones (except for military vehicles, police vehicles, cars temporarily imported for re-exported, used cars, cars not using gasoline, diesel, LPG, CNG) have to apply for registration, inspection, certification of fuel consumption and energy labeling before being circulated in the market.
In the interview with Mr. Nguyen Dong Phong, Deputy Director of Office of motor vehicle quality, Vietnam Registry Department, he said that the current preparatory work for the energy labeling for 7-seat cars and smaller ones are being positively deployed to ensure the proper implementation of the roadmap of energy labeling.
Mr. Nguyen Dong Phong added that, Vietnam Registry Department has a modern quality control office established by the funding of millions of euros from the Austrian ODA. This office will ensure the best technology and human resources for the inspection and certification of fuel consumption, energy labeling for the category of 7-seat cars and smaller ones.
Cars of less than 7 seats must have energy labels from 01 January 2015
It is also the execution time for applying the minimum energy efficiency standard for the groups of industrial equipment, office and commercial equipment, which is specified in Clause 2, Article 3 of the Decision No. 51/2001/QD-Ttg. In particular, it is illegal to import and manufacture the equipment whose energy efficiency level is lower than the minimum standard from 1-1-2015.
Accordingly, groups of office and commercial equipment include: photocopy machines, computer monitors, printers, commercial refrigerators.
Industrial equipment includes: distribution transformers, electric motors.

Decision No. 78/2013/QD-Ttg promulgates the list and schedule of vehicles, which energy-use equipment to be removed and which power plants with low performance are not allowed to build. It also prohibits the import and manufacturing of the appliances and industrial devices with energy efficiency level lower than the minimum standard from 1-1-2015.
Group of domestic appliances includes: fluorescent light tubes, compact fluorescent lamp, electromagnetic ballast and electronic ballast used for fluorescent lamps, refrigerators, household washing machines, rice cookers, electric fans, storage water heaters.
Group of industrial equipment includes distribution transformers, electric motors, and boilers in industrial factories.
